The White House has identified over 40 countries, including China, India, Mexico, and Japan, as participants in a 'shadow transshipment network' to avoid U.S. tariffs. This practice, known as transshipment, involves routing goods through third countries to claim a lower tariff rate. The U.S. administration estimates that this practice costs the U.S. between $19 and $26 billion annually in lost tariff revenue.
