Taiwanese fugitive Thomas Xu (Hsu Ming-chin), using the alias Thomas Xu, established a phone scam operation in Batumi, Georgia, after being forced out of Myanmar and Cambodia. Xu posed as a top foreign investor, claiming to build a luxury tower and sponsor local sports clubs, to gain protection from local officials eager for foreign investment. His operation involved a three-layer protection racket, including local municipal protection, nationwide corruption protection, and financial and identity laundering.
