Terekhov Calls for Simplified Housing Certificates for IDPs
Igor Terekhov, head of the Association of Frontline Cities and Communities, demands a simplified mechanism for issuing housing certificates to internally displaced persons (IDPs) who have lost their homes. The main issue is the requirement to provide an act of inspection of housing in occupied territories or active combat zones, which is often impossible. Terekhov suggests that IDPs who waive property in these areas should automatically receive a certificate for purchasing new housing.
