    East Timor's Lenient Penalties Fuel Phone Scam Surge

    East Timorese police warn that lenient penalties for phone scams are allowing suspects to resume activities after paying small fines. Out of 18 suspects arrested in Dili last month, 14 were released after paying a $3,000 fine, with some being arrested multiple times.
