Montenegro Adopts Law to Modernize Local Civil Service

The Parliament of Montenegro has passed the Law on Local Officials and Employees, establishing a unified, modern civil service system at the local level. This law separates political and professional levels in municipalities, reserving key positions for professionals based on knowledge and competencies. Minister Maraš Dukaj stated that this law sends a clear message that local government will no longer be a place for political calculations. The new law also addresses specific challenges faced by municipalities, such as staffing shortages in certain professions and seasonal employment issues. The adoption of this law not only fulfills a key benchmark for EU integration but also lays a foundation for Montenegro's long-term stability and development.
