Russian Officials Fined for Failing to Meet Military Recruitment Targets

At least 61 Russian officials have been fined for failing to meet their recruitment targets for contract soldiers in the war against Ukraine. Administrative penalties for this are in place in at least 51 regions. The mechanism for holding officials accountable was introduced after Vladimir Putin signed a decree in October 2022 establishing regional operational headquarters. These headquarters set recruitment targets for municipalities, and if officials fail to meet them, they face administrative charges. Authorities use various methods to recruit potential contract soldiers, including working with vulnerable groups such as orphans and those under administrative supervision. Officials argue that recruitment should be voluntary, as required by law.
