Federal Tax Service to Track Digital Ruble Transactions and Devices Starting 2027

The Federal Tax Service (FTS) of Russia plans to introduce measures to monitor digital ruble transactions and the devices used for these operations starting July 1, 2027. The FTS will have the right to request data about the devices, including IP and MAC addresses, phone numbers, SIM card data, and other identifiers. The tax authority will also record the amount, time, purpose, sender, and recipient of payments. This information will be used to correlate different accounts, identify hidden incomes, and detect cases of business splitting or using other people's wallets. The FTS emphasizes that this is not about total surveillance, but targeted control with each request being justified and coordinated.
