Montenegro Braces for Increased Hybrid Threats

Montenegro's Agency for National Security (ANB) has warned of potential intensification of hybrid activities targeting the country. The goal of these activities could be to destabilize the state, undermine trust in institutions, and slow down European integration. ANB has raised alert measures and is monitoring financial flows suspected of being linked to hybrid operations. Areas of concern include establishment of networks of related business entities, creation of infrastructure for future hybrid activities, spreading manipulative media content, and use of AI tools for disinformation and propaganda. Montenegro's prime minister has initiated a training program for state officials to enhance digital capabilities.
