East Timor's Lenient Penalties Fuel Phone Scam Surge

East Timorese police warn that lenient penalties for phone scams are allowing suspects to resume activities after paying small fines. Out of 18 suspects arrested in Dili last month, 14 were released after paying a $3,000 fine, with some being arrested multiple times. Since July, 448 suspects have been arrested, including 211 Chinese nationals and 181 Indonesian nationals. The United Nations Office on Drugs and Crime (UNODC) points out that East Timor's dollarized economy, border loopholes, and inadequate anti-money laundering capabilities are contributing to the problem. Lack of cooperation between police forces and outdated legislation are also hindering efforts to combat these crimes.
